Introduction
The PERC Library comprises a number of related documents that outline the philosophy for, and advocate industry-leading and best practice in, the systematic assessment, evaluation and reporting of Mineral Projects within the Minerals Industry. The PERC Library encompasses all aspects of Mineral Projects throughout the entire process of Mineral Asset Development, from initial concept and exploration, through the delineation and definition of Mineral Resources in development, to Mineral Reserves in Extraction Operations, and through to recycling and closure activities. The philosophy of the PERC Library is to provide Supporting Documentation for a consistent terminology, assessment and evaluation methods, and reporting practices that span internal company resource management, both public and non-public regulatory submissions, and public disclosures.

PERC Summary Guide
The PERC SUMMARY GUIDE provides an introduction to the Reporting of Exploration Results, Mineral Resources and Mineral Reserves under the PERC Reporting Standard 2021 for European Securities Exchanges and Markets. The PERC SUMMARY GUIDE summarises the principles and standard definitions and highlights the key aspects of Public Reporting for Mineral Companies, as an easy reference for both non-technical and expert users. The PERC SUMMARY GUIDE assists the reader in familiarising themselves with the sector‘s language and the proper use of the terminology used.

PERC Fact Sheets
PERC has developed a number of Fact Sheets that provide an introduction and overview of the principle documents in the PERC Library, including the PERC Reporting Standard, associated Templates, and Supporting Documents. These additional Fact Sheets provide insight into the various approaches and documentation that can assist the Competent Person in the Reporting of Exploration Results, Mineral Resources and Mineral Reserves. The Fact Sheets also provide investors, potential investors, their professional advisors, regulators and other interested parties with an understanding of the key aspects of the full scope of the PERC Reporting Standard and additional reference material.

The FACT SHEET 1 on the PERC Library provides an introduction to the core elements of the PERC Mineral Reporting framework, the supporting documentation, and complementary guidance needed to standardise Mineral Reporting for internal corporate, non-public, and public disclosure. The Fact Sheet 1 highlights the role of the PERC Mineral Project Evaluation Report Template (MPER) and the PERC An Integrated Approach to Mineral Projects (AIA) guidance in delivering consistent terminology, robust technical practice, and clear statements of what is required for the Public Reporting of Exploration Results, Mineral Resources and Mineral Reserves. The combined materials strengthen governance, reduce Mineral Reporting Risk, and facilitate interoperability with classification systems such as the UNFC.

FACT SHEET 2 – Project Framework (insert link here)
The FACT SHEET 2 provides an overview of the PERC Mineral Project Assessment and Evaluation Framework, whica structured, integrated concept that combines Geological Confidence, Technical Study levels, Technology Maturity, Modifying Factors, Project Maturity, and Risk Assessment to evaluate the investment quality of a Mineral Project. Stage Gates at defined decision points utilise Economic Assessment Criteria in a stepwise evaluation of the potential for economic extraction of the associated Mineral Products.

The FACT SHEET 3 on the PERC Mineral Project Evaluation Report Template provides an introduction to compiling Technical Reports on a Mineral Project across all stages of the Mineral Asset Development cycle. The FACT SHEET 2 explains the objective, scope, principles, and structure of the MPER Template, as well as recommendations for its use, primarily for preparing a PERC Mineral Project Evaluation Report.

The FACT SHEET 4 on PERC ‘An Integrated Approach to Mineral Projects’: Internal Mineral Company reporting, Non-public reporting, and Public Reporting (“An Integrated Approach”, AIA) is a comprehensive framework developed to support consistent, transparent, and technically robust Mineral Estimate Reporting across the full lifecycle of a Mineral Project. It provides definitions, methodologies, and procedural guidance in a single framework for assessing and evaluating Mineral Projects from Early Exploration Projects through Mineral Development Projects to Extraction Operations, integrating the terminology with industry-leading and recommended practices.

An Integrated Approach to Mineral Projects (“AIA”)
‘An Integrated Approach to Mineral Projects: Internal Mineral Company reporting, Non-public reporting, and Public Reporting under the PERC Reporting Standard’ is a Reference Source to a comprehensive overview of an approach for the assessment of Mineral Projects from the early stages of a Mineral Exploration Project, through a Mineral Development Project to a producing Extraction Operation. The An Integrated Approach document offers an extensive discussion of commonly used terminology, detailing each term and its use in the context of Mineral Estimate Reporting, with cross-references to the PERC Reporting Standard 2021 [PERC 2021]. Additional terms are defined, where appropriate, to provide a comprehensive and integrated approachthat addresses inconsistencies in terminology, evaluation methods, and reporting practices across internal company reporting, non-public regulatory submissions, and Public disclosures. The AIA supplements the MPER and PERC Standard by providing additional terminology, a stepwise evaluation framework, and guidance on expressing uncertainty and risk. It aligns with the CRIRSCO Template (2024) and the UNFC (2019), enabling companies to maintain compatibility between CRIRSCO-style reporting for capital markets and UNFC-style classification for strategic planning, national inventories, and resource governance. The AIA thereby supports disciplined and informed decision-making and consistent communication across all reporting environments. AIA Summary Glossary of Terms
The Summary Glossary of Terminology is a Reference Source to the terminology used in the PERC ‘An Integrated Approach to Mineral Projects: Internal Mineral Company reporting, Non-public reporting, and Public Reporting under the PERC Reporting Standard’. It is presented as an alphabetical list of all terminology discussed in Appendix 1 and cross-referenced to Parts III to X of the An Integrated Approach document, in which the terms are fully defined and their relevance discussed. Cross-referencing is also provided to the relevant Clauses in the PERC Reporting Standard 2021 for Exploration Results (including Exploration Targets), Mineral Resources and Mineral Reserves (PERC, 2021).

The Competent Person’s Report (CPR) – Concept, Compliance, Context, Contributors and Contents
The purpose of the Discussion Paper is to present the Pan-European Reserves and Resources Reporting Committee (PERC)’s position on the “Competent Person’s Report” (CPR), including:
- the concept -what it is intended to be;
- the compliance – a brief overview of the regulatory framework;
- the context – how it aligns with other PERC documentation;
- the contributors – a clarification on the roles and responsibilities of those compiling a CPR; and
- the contents – what it should contain.
Furthermore, it is widely recognised that the compilation of a Competent Person’s Report is beyond the expertise and capability of a single Competent Person, and, in reality, requires input from a number of different experts. Such a team approach can result in ambiguity regarding the role and responsibility of individual team members or contributors, since the concept is recognised, but not discussed in detail in the PERC Reporting Standard.
The discussion document outlines the definitions, roles, and responsibilities of key contributors, including the
- Lead Competent Person;
- Competent Person;
- Technical Specialist;
- Registered Professional; and
- Responsible Person.
Although there is a relatively clear understanding of both the concept and context of a CPR, in practice, the contents of a CPR, and especially the format in which those contents are presented, are less well established. This Discussion Document advocates the development of the recommended PERC CPR content based on the PERC Mineral Project Evaluation Report (PERC 2024).

PERC List of RPOs
The PERC list of Recognised Professional Organisations (RPOs) provides a list of the professional organisations and required membership levels that are accepted by PERC for the purpose of the definition of a Competent Person at Clause 3.2 of the PERC Reporting Standard 2021.
The list of Recognised Professional Organisations (RPOs) must be used by Competent Persons who are signing off on PERC-compliant Public Reports.
To be accepted as a RPO by PERC, an organisation must satisfy the following criteria:
- be a self-regulatory organisation covering professionals in the mining and/or exploration industry;
- admit members primarily on the basis of their academic qualifications and professional experience;
- require compliance with the professional standards of competence and ethics established by the organisation anywhere in the World (not just within the home jurisdiction of the organisation); and
- have disciplinary powers, including the power to suspend or expel a member for breaches of professional standards of competence or ethics anywhere in the World.
The minimum membership classes required by PERC are consistent with those in other CRIRSCO Reporting Codes and Reporting Standards and have been set at a level where the membership class is based on a system of peer scrutiny, including submission of documentation demonstrating experience and expertise and normally a professional interview, or where there is no interview PERC would need to be satisfied that the system of peer scrutiny is sufficiently robust.

Previous versions
The PERC Reporting Standard 2021 was published in October 2021 and its use became mandatory for PERC compliance from 1st January 2023.
